Neither cleansed his hands         nor combed his hair

till Baldr's slayer         he sent to Hel;

but Frigg did weep         in Fensalir

the fateful deed:         know ye further, or how?

Fairly straight forward, Odin's response is a single minded search for revenge, he plans to deliver his vengeance one another of his own sons. The son of Odin and Frigg, the most beloved among the

gods, has been killed by his blind brother.
While the point of the Voluspá is more to illustrate the origin, and eventual fall, of the gods, I think it is interesting that the actual architect of Baldr's murder isn't mentioned in the telling of this story. While Hoth that actually flung the mistletoe that killed Baldr, it was Loki who guided his hand.
I suppose this is another interesting point. Feel free to correct me where I'm wrong, but as far as I know, Hoth actually had no intent to kill Baldr. Like the other gods, they were making a game of the fact that Baldr could not be harmed, or so they believed. It was Loki's plan to kill Baldr while placing the blame on Hoth.
